December 2012 Meeting

This meeting revisited the changes to the Acquisition Opportunity Fund grants previously discussed in June, July, August, and September of this year. All comments submitted in the public hearing process was in support of the changes, including testimony from both Ramsey and Anoka Counties, and as such the changes were approved. As stated before, the most significant change for this district is allowing soil remediation costs to be included in the grant, which will be important for developing park and trail space on the TCAAP property.

The next item was a sort of procedural thing for funding of trails in Anoka County. The rules for the Capital Improvement Program funds distributes them based on a formula as funds are made available each year, and so the commission only approves projects for them (usually as a slate). These funds may be used as retroactive reimbursement provided that the implementing agency asks for that to be considered ahead of time, which is what Anoka County did here. They requested the commission approve development of sections of the East Anoka County and Central Anoka County Regional Trails to be eligible for potential reimbursement from future year CIP distributions. The commission approved the request, which doesn't actually allocate or commit the Met Council to funding at this time, but means Anoka County may start the projects now and seek funding later.
